By far the widest range and options for widgets. Best weather widget I have is the map with alerts showing. Regularly see weather alerts on that before I get alert through various apps. Highly recommend.
Is your list in order of importance? Accuracy will depend on the information source, not the app.

Look at EWeather HD. Wide range of widgets. Make one with map that shows radar and weather warnings. That will show you weather issues between home and work. Very useful.
Also has two weather sources-Foreca and other was Intellicast, but I'm not sure if it still is.
I've been using eweatherHD for years, but I don't know if it is for everyone
But damn, it has more information than any weather app I have ever seen

Eweather HD and Dark Sky can show UV forecast. EWeather can set up a nice hourly widget and can also do warnings.
Accuracy depends on weather source, not the app. Try EWeather HD. Two providers, US Source (which I believe is Intellicast/Weather Channel) or Foreca. Very customizable widgets.
eWeather HD has it. But also has notification (maybe you can figure out how to suppress that). Set by going to Settings, Status Bar Notification, check Moon Phase. https://play.google.com/store/apps/details?id=com.Elecont.WeatherClock

The free version is still pretty good. It has almost everything, which can make it complicated, but once you set it up for what you want its easy.
[DEV] try eWeather HD (paid) or Animated Weather Map (Free). Both apps show weather for any day in last two years at any place in the world. https://play.google.com/store/apps/details?id=com.Elecont.WeatherClock https://play.google.com/store/apps/details?id=com.Elecont.Map
[DEV] Did you try eWeather HD? It has two weather providers: Intellicast.com and Foreca.com. I develop it 10 years and support all my app users even from Windows Mobile. eWeather HD is paid. But I will refund anytime without any conditions if eWeather HD will not good for you.
You can configure a notification in eWeather HD to show up only if the UV is above a certain number. You can also specify the time frame like in the next 4 hours

I don't know of one that specifically does that, but the makers of eWeatherHD are very responsive to user requests. They have had the same app for many years and provide very regular updates, never pulling the 'plus' or '2.0' gimmick to bilk more money from users.
Shoot them a message, I'm sure they'd like the idea.
I went on a grand weather app hunt, mostly to find a radar widget. I discovered eWeather HD and not only is it's radar widget nice, it's gorgeous and like a million reasons I basically removed all the other weather apps on my phone. It looks especially pretty on my tablet. It has android tv and ios versions too. All in all I think there are 19 widgets with tons of customability on each.

Edit: Another thing I found cool was if you add other locations you get to them by swiping up or down. I use this by using the same location on each but using different weather sources on each. That's what I like the most about it, the interface is really intuitive and packs a lot of information. And I emailed the programmer about a small problem I had and he got back with me in like 10 minutes. When I tried the interactive radar, it's a second radar screen which is another app by the author, which you can use for like a day. I spent the last $0.99 in my account and it's really fun, super responsive with tons of toggles.
Eweather HD (formerly Elecont weather) https://play.google.com/store/apps/details?id=com.Elecont.WeatherClock
Honestly this app is the one thing I would miss if I were to leave the android ecosystem... It's a clock widget that shows what the weather will be every hour for the next 12 hrs. Is it worth turning off the AC or will it be hot in 2 hrs? Is it a good time for a walk or will it rain in an hour? Will it be cool enough this evening to mow or should I just go ahead and do it... I love the app... absolutely perfect way to display the weather on my home screen. The app itself is also useful... you can see the next 24 hrs (hourly), radar, 10 day forecast, etc... just like most apps will do. The widget is the perfect weather widget, though, and is the whole reason to have it. I got it several years ago as a free app of the day through amazon's app store... I'd say it's worth the $5 cost, though.
Try eWeather HD. Has an hour by hour widget for 12/24/48 hours. Plus most detailed weather information I have seen in any app. Downside is that it isn't the prettiest.
eWeather HDF has analog and digit clock widgets with and without weather with different time zones. Any widget sizes from 1x1 to 5x5. Widget can be transparent with any form: bar, rectangle, circle etc.
Need to define "best".
Looking- that's subjective.
Accurate- varies for every forecast provider. Some of the suggestions, like Today weather have multiple sources.
Widgets- varies by app, but also what you want to see.

I am partial to Eweather. Many options for configuring. Easy to make it look good. Two weather providers- Foreca and "US provider". I don't think app specifies but the "US provider" is Intellicast or a similar offshoot of the Weather Channel. For where I live, Weather Channel is pretty accurate. Wide range of widgets. My favorite is of the radar map with alerts enabled to show up. I find that widget shows alerts much faster than many apps pop up notifications.
The attached screenshot shows a widget from the eWeather HD app. The content and appearance are highly customizable. https://play.google.com/store/apps/details?id=com.Elecont.WeatherClock https://imgur.com/3oyY1e8.jpg
My weather app notified me. https://play.google.com/store/apps/details?id=com.Elecont.WeatherClock&hl=en_US FWIW
I then looked it up on https://aqicn.org/city/california/fresno/fresno-garland/
Looking outside might tell you if it's particulate pollution and if it's 650 like it was on Sunday. But 150 is unhealthy for everyone, and you can't see that. Also, there's other types of pollution that isn't visible with the naked eye, like high o-zone levels.
eWeather HDF has two weather providers: Foreca and Intellicast. App allows configure notifications for sky, precipitation amount, precipitation probability, humidity, wind speed and direction, UV index, dew point, low and or high temperature, air quality, pressure changes etc. eWeather HDF allows to set threshold and time for every notification, for example: make notification only if temperature is below 11 degrees in next 10 hours. https://play.google.com/store/apps/details?id=com.Elecont.WeatherClock.free
Try Eweather HD: https://play.google.com/store/apps/details?id=com.Elecont.WeatherClock&hl=en_US
It does location based alerts. It also gives you Storm Prediction Center warnings for a general warning of what to expect. So there might not be a specific thunderstorm watch/warning, but the SPC alert would let you know that your area has a higher than usual chance for thunderstorms, tornado, hail.
The best part for me has been using the map widget that comes with it. Use the map widget, not the radar one, and choose to have warnings shown. I've found that the map shows warnings and watches faster than most weather apps.
I also have Dark Sky, but pretty sure it only does warnings. So a watch or an alert regarding fog doesn't show up.
[DEV] Did you try eWeather HD with two weather providers (Foreca.com and Intellicast.com), NOAA future radar, temp and sky in the status bar, a lot of widgets from 1x1 to 5x5, radar widget, air quality etc. And eWeather HD never crashed.
[DEV] eWeather HD has about 20-th notifications, widgets with all sizes from 1x1, 2x1, 4x1, 1x4, 2x2... 5x5 etc. eWeather HD has two weather providers: Intellicast.com and Foreca.com, Air quality, earthquakes, barometer, future radar, hail, tornado alerts etc. More details: https://play.google.com/store/apps/details?id=com.Elecont.WeatherClock
[DEV] beWeather is not available in the Google Play since 2016. But did you try eWeather HD? It has more details in compare with beWeather: https://play.google.com/store/apps/details?id=com.Elecont.WeatherClock

Damn that looks cool! Only available in America though :-(
I love Elecont E-Weather HD: https://play.google.com/store/apps/details?id=com.Elecont.WeatherClock&hl=en
Fantastic app if you're obsessed with the weather! Well worth the price.
I need the temp notification. Pull down for a 4 day forecast and the wind chill. eWeather HD. For me it's the perfect app, great notification (colors change with temp) and info in pull-down area is completely customizable in pretty much every way. I got it when it was on sale, don't know current price.
