I use Extreme Call Blocker. Works great for me. Every spam or nuisance number I get I save to one contact, then apply a rule to that contact to hang up after .5 of a second. Means they can't leave a message. Can also set it up to auto delete any text messages from them as well.
Regarding any app for blocking spam calls - my girlfriend and I both have had good luck with Extreme Call Blocker https://play.google.com/store/apps/details?id=com.greythinker.punchback Not free but has many options and uses the FCC spam list.

This premium app, and other premium apps like it, offer the feature you want plus pick-up-hang-up to prevent voice mails if you want. The free versions don't have these extra options.
You're welcome. I'll mention a couple additional things, for his benefit, then. I googled the problem a bit more. It seems android changed whether apps are able to hang up phone calls in android version 5.0 lollipop. If the phone is running an earlier version of android than 5.0, then I would look for non-root call blocking apps that advertise the feature of being able to hang up on a caller automatically and thus prevent voicemail. The app 'call blocker' linked elsewhere in this thread is one. 'Mr number' is linked to too - but at least on my phone that link doesn't actually lead to the app, but if you search for Mr Number on the play store, there is indeed an app of that name that says it has the feature you want.

Were it me trying to fix your problem, I would try those apps one by one on the mom's phone, and test block myself calling with a different phone until I found one that worked and didn't let me leave a voicemail.
That is, anyway, if you are running something earlier than Android 5.0. If you are running that or something later you would have to root.
One last though. It might be throwing the baby out with the bathwater. But personally I never liked having voicemail at all anyways, so a couple years back I just called up my phone provider and asked if they could just turn it off across the board, which they did. I like it. Though that would certainly not work for everyone.
The other day I just gave up and installed extreme call blocker. If you're not in my contact list or my area code you go straight to voicemail. It's flexible enough with rules etc...

It's most likely just a standard spambot. That text was probably sent to all numbers in a particular exchange.
Options:
ATT has their <strong>Call Protect</strong> product but it only works if you bought your phone from them directly. Other providers may or may not have something similar. I don't know since I use Att.
If you use an iPhone, then <strong>nomorobo</strong> is supposedly excellent. I don't know since I'm an android user.
<strong>Truecaller</strong> is the best android App i have found for call blocking. Unfortunately, they add your name and number to their publicly searchable user directory and do not allow you to opt out without uninstalling the application. Were it not for that single issue, I would still be using them as the application worked damn good.
What I'm using now is <strong>Extreme Call Blocker</strong>. It works pretty well although I do have to manually add numbers to the block list from time to time.
I believe you could do that with Extreme Call Blocker . You can toggle it on or off.
I use Extreme Call Blocker and it doesn't send notifications to my LG G.
