EDIT: It has been officially marked as a defect in the last build of Android. The Android team just said that now they know about this and they will fix it in a future release of the OS. So to all the devs saying "of course is normal" here, well, is not normal :P and it's a bug in Android. The bug is not to say that overlay is going on (probably), thanks a lot to everyone that helps to identify the problem

Guys, /u/WindWalkerWhoosh /u/Zhuinden /u/0x1D7E6A6D I finally got it... is the f**** file manager service from the app, if the service is stopped the permissions work again.
https://play.google.com/store/apps/details?id=com.rhmsoft.fm
BUT, I had this app before the update to "MOB30M" and the runtime permissions where working without a problem (is my daily job to program this permissions) and i have been using the file manager to put the release APK inside the phone and run it. So is not something I installed today.
What I fund awful is that one app can make crash all the permission system.
The supplied cable does have USB ends, it's just that they're the new Type C which isn't widely used yet. You can get a cable that has a Type A on the other end, an A to C adapter, or transfer files over WiFi using an app like File Transfer which can turn your phone into an FTP server or access Windows network file shares.
Found it. In ES file Explorer, on the sidebar/settings panel, open the "tools" sub-menu, and then enable the "show hidden files" slider.
If it helps, I use File Manager by Cheetah Mobile and I think the hidden files are enabled by default.
Besides being OTA files what tipped me off that they are malicious apps is the Phone Booster app isn't listed on Google Play. Even the feedback/support options within the app were 404.
Then the File Manager app is a bootleg (stolen) version of File Manager (File Explorer) by Cheetah Mobile.
If you're also not a fan of updates to the Android version of the app. Here is the one that I currently use and how to install it.
You needn't worry since Wayback Machine has already archived them all (CM File Manager, Kika Keyboard)
You are rhythm Software and this is your address. Is that correct?
On Wikipedia page of Cheetah Mobile, under mobile application section. It mentions about file manager from rhythm software. Address is also same.
Currently, developer name of that File Manager app is "CM_Filemanager". Package name of that app is also "com.rhmsoft.fm".
My question are,
Did you sell your file manager app to Cheetah mobile back in 2014 Or Do you make apps for cheetah mobile? Is your company or you working under/for cheetah mobile? (I am just asking!)
Also It looks like that you are from India (I might be wrong though.), Your company address is Beijing, China. So are there more people/developers in rhythm software from China or Are you from China?
Edit: User who commented was not the developer of Pulsar music player. (He is an Android developer in general though. But not the developer of pulsar music player & other apps from rhythm software. So he can't answer any of these questions.)
Thank you. I was suspecting that. And that's exactly it. It's this file manager: https://play.google.com/store/apps/details?id=com.rhmsoft.fm
https://play.google.com/store/apps/details?id=com.rhmsoft.fm This app lets you create a FTP server on your phone and you can access the files in your phone with a FTP client on your computer.
I use Fillzilla on pc and File manager on android.
"File Manager" - yes, it has root permission.
Are you downloading the manga-watcher-1.1.6.apk file from their website, then using something to navigate to the file, like file manager, to open the .apk? I just downloaded it through chrome on my phone, went to the sdcard0/download and installed it using my file manager.
