You have GIMP and Inkscape available as a single Android app. It takes quite a bit of space and it's slow at the start, but it's usable.

No, I don't think this is a very good approach - both applications are not designed to work with touch input, and the maintainer of the app acknowledges this: "You will need mouse, stylus, or 10” screen to use them." (I seriously doubt the latter alone will give you much fun).
You can hook up an HDMI cable (with an adapter) to your Nexus 7 2013 tablet and use a bluetooth mouse/keyboard to run Debian 8 Jessie OS on it like a regular Linux computer of sorts.
This means, I assume, you'll be able to run GIMP, LibreOffice and stuff.

However, I imagine the MaruOS would be much faster. I'd also love to hear some feedback on how things like GIMP perform.
Sorry about that, the apk was harder to find so I figured that's what you were looking for. Anyway here is the play store link for gimp/inkscape if you want the tutrials and stuff just type gimp into the play store search engine and it'll pop right up.

You can install Eclipse and compile some Java code, but it's terribly slow.
LibreOffice works fine though.
Mouse and keyboard work mostly as expected, with the exception of right mouse click on Samsung devices, but fix is on the way.

You can get gimp for mobile. It's works the same as gimp for the computer. It's basically ported.
