You have GIMP and Inkscape available as a single Android app. It takes quite a bit of space and it's slow at the start, but it's usable.

If you feel adventurous:

This is a Linux virtual machine, running on top of Android, and it provides GIMP and Inkscape.
No, I don't think this is a very good approach - both applications are not designed to work with touch input, and the maintainer of the app acknowledges this: "You will need mouse, stylus, or 10” screen to use them." (I seriously doubt the latter alone will give you much fun).
You can hook up an HDMI cable (with an adapter) to your Nexus 7 2013 tablet and use a bluetooth mouse/keyboard to run Debian 8 Jessie OS on it like a regular Linux computer of sorts.
This means, I assume, you'll be able to run GIMP, LibreOffice and stuff.
I'm already able to run GIMP on the Nexus 7 with this app:

However, I imagine the MaruOS would be much faster. I'd also love to hear some feedback on how things like GIMP perform.
Sorry about that, the apk was harder to find so I figured that's what you were looking for. Anyway here is the play store link for gimp/inkscape if you want the tutrials and stuff just type gimp into the play store search engine and it'll pop right up.
Edit because autocorrect is a bitch.
[Dev] Here's a Debian inside an Android app for your desktop needs.
You can install Eclipse and compile some Java code, but it's terribly slow.
LibreOffice works fine though.
Mouse and keyboard work mostly as expected, with the exception of right mouse click on Samsung devices, but fix is on the way.

Wow. Just wow. If I ever need an example of "just because you can, doesn't mean you should", that is my new go-to.
You can use gimp https://play.google.com/store/apps/details?id=org.gimp.inkscape
If you like Gimp, you should try Gimp.
GIMP. You need a mouse or a tablet though.
For desktop use, how about the desktop GIMP or Inkscape?
You can get gimp for mobile. It's works the same as gimp for the computer. It's basically ported. https://play.google.com/store/apps/details?id=org.gimp.inkscape
You can try GIMP Inkscape
https://play.google.com/store/apps/details?id=org.gimp.inkscape
for android, I don't think it is on iOS
What application?
EDIT: Oh https://play.google.com/store/apps/details?id=org.gimp.inkscape&hl=en
