Try turning off GPS on the Blu R1 and using GPS tether to share the GPS signal from your device, some people have had luck for devices with no GPS

Hopefully you can get something working, if you need to do any research for the Bluetooth option look up 'Use your Droid as BT-GPS Mouse' which is how the device interprets the connection.
I've used this one with my Fire tablet it works fine so far but you'd still need a data connection. for pokemon go.
I've used something similar to GPS Tether (Google Play) before which allows you to use the location from an android phone on another android device, that could work. There are also apps like Fake GPS Location which don't require a tethered device, be careful using these though as they can get you banned from games. Don't travel to different sides of the globe within a short period of time etc., there are some tips here. I've not played Pokemon Go since it came out so things have probably changed quite a bit.
