This is one I've used in the past: https://play.google.com/store/apps/details?id=com.hiqrecorder.full
However, if you're looking to upload these personal recordings as a podcast for public consumption this probably isn't suitable. In that case, you probably need to use the linux version of Audacity.
Hi Q MP3 Recorder has a function to resume (append) recording to an existing recording. Free version only lets you record 10 minutes I think, but the full version is reasonably priced and has lots of features.
The way I've done it in the past that's worked for me is by using the paid app Hi-Q MP3 Voice Recorder because of its tasker integration.
My setup involved recording the audio into a temp folder, then upon recording completion, tasker would rename the file and move it into a proper recordings folder.
To schedule the recordings, I would strongly recommend using google calendar to make recording start/stop events that let you keep your tasker configs clean and it enables you to edit dates / times from a nice web-based gui.
Two things to be aware of are battery life and storage space when recording audio for long periods of time.
As for the problem of wireless downloading, if you're a programmer or someone who works with servers, rsync will work best for you.
A complex solution is to create a tasker profile that, upon the phone being plugged in to charge, starts up a hotspot (with no data) and uses Servers Ultimate Pro (excellent tasker integration) to run an rsync daemon that any device on the hotspot can connect to. On unplug, it would turn off the hotspot and stop the server to save battery.
I simply walk out of the room when I see the spitting begin and fire up a recorder on my phone and throw it back in my pocket. I go back into the room or am followed. Been very useful multiple times when the police have been at my residence. If you have Android, this one is great and will automatically upload to a Dropbox account once you stop recording. https://play.google.com/store/apps/details?id=com.hiqrecorder.full
If you need to play back during a presentation then you will have to stop recording. I am not aware of any app that will allow you to record and Playback at the same time. If you don't require transcription then maybe something like Hi-Q would be a better solution for your needs.

I use Hi-Q because it gives me a lot of customization like choosing file types, choosing the microphones, and also hooks in with Tasker so I can automate my recordings.
I find it well worth the purchase. And it meets your criteria in your list.
For my recordings I choose m4a at 64 kbps (which is arguably the same quality as an MP3 at 128 kbps) but the file size is about half.

>Can you link me to that app?

This is paid version but it's cheap anyway. It even auto backs up to cloud. Do that's timestamps for ya.
>can it record continuously for a 12 hour shift if there’s enough space
Haven't tried that long but mine says 150 hours available. If it's loud on the bridge, though good luck... :(
I can't say it's necessarily the best or anything, since I haven't tested others, but I've always been happy with Hi-Q MP3 Voice Recorder.
For audio recording I really like Hi-Q mp3 recorder Pro since it allows me to choose which mic I want to use (front, back, both) and because I can easily set the gain higher if the lecturer isn't talking loud.
I've also found Office Lens to be really useful in class when taking photos of the board or overhead since it auto crops and adjust the photos so they don't appear taken from an angle and also because it can auto upload my photos to one drive and one note.
HI-Q MP3 Recorder can do it. You can select which mic (or both) you would like to use.

Hi-Q MP3 is a great one for Android.
Hi Quality MP3 Recorder Pro for sure
Do you want to:
Unfortunately there's some technical reason in the architecture of Android that limits its ability to support a really good DAW product (such as GarageBand for IOS).
BTW: If you really want to be part of a great supportive community of songwriters who also do home recording, check out Songcrafters.org. You can get some really good advice over there.
Thanks. Try Hi-Q.
