I have a WiFi HP printer on my UniFi network. While it may not be the optimal way to do this, there are mobile apps for HP printing. I ended up having to use the iOS version when I switched from Google WiFi to UniFi.
iOS - This is the app I used to talk to my HP printer to get it back on my network
Android - I'm not as confident with the Android app being "the one" as I haven't actually used it.
HP printers can be troublesome, but there are several ways to go about working with them due to HP's broad compatibility and the fact most of them are "connected" so they can communicate through their mobile apps.

I think the HP Print Service Plugin should work on the Fire tablet. Either install Google with the Fire Toolbox and get it from the Play Store or get the apk from APK Mirror and sideload it.
HP Smart does other clever things but, according to Google, isn't compatible with the Fire. I was able to sideload it on my Fire 8 but it is rooted and running a custom ROM. I don't know if it can be installed on Fire OS.

I assume that you have the HP Print Service Plugin already installed and your printer connected/configured.
Two easy choices would be:
Google PDF Viewer - "Open" the PDF in Google PDF Viewer from My Files (or your preferred file browser - I use Solid Explorer). Then select Print from the three-button menu.
Using the HP Smart app - there's a Print Documents tile... go in there, select your file and print.

Samsung Mobile Print is slightly different application.
If it is an HP printer just get the HP ePrint Plugin. Then you can send jobs to it from Android's standard print dialog.
