I also recommend Interstellar Pilot if you want an Open World Space RPG and think Galaxy on Fire doesn't quite give you as much freedom as you'd like. Though I recommend playing through the scenario missions that give you a glimpse of this game's Open World Universe Mode.

On the bright side, there's Interstellar Pilot...which is a 3D Unity engine Space Sim that has more of Freelancer's game mechanics, and even some stuff from Freelancer mods like playable Capital Ships and Universal Armor Upgrades over Galaxy on Fire 2. Here's a list.
Interstellar Pilot > GoF2 * Capital Ships
Absolutely no linear path, you pick a starting scenario like starting off in the middle of nowhere with nothing but a tractor beam (The Tractor beam isn't built-in btw) and make your own journey from there.
Each star system is FAR more populated...at least over half as much as Freelancer's Star Systems with having more bases to dock, more ship encounters, and even other explorable areas of that system.
More Diverse Faction system. There are multiple Law Enforcers, Criminals, and Trade Companies to be friends (or enemies) with.
Easier Trading system. Not sure if its Dynamic but trading gives you a list of already explored bases and updates them every time you discover a new base with a new resource.
Easier Progression
Unfortunately, its unfinished, the Sandbox mode has a price tag (about 2 dollars, though there are scenarios that give you a glimpse of the game's universe, plus a "Skirmish" mode), and GoF 2 has ultimately more features anyway.

More Ships to play as....in spite of only having 4 factions at best, the space has more diverse ships with their own respective classes.
Fully customizable ship slots that make sure no 2 of the same ships are ever the same.
Ultimately larger space (I'm not sure though, I haven't explored EVERY part of Interstellar Pilot tbh....and not in this game either)

The Universe mode isn't free, but there are scenarios that give you a glimpse of the game's Universe mode and its RPG elements...which I highly recommend you try out before you buy and see if the combat works out well for you.

A fan port of the classic 3D Space RPG Elite. Its one of the most complex Space RPGs I've ever played. This particular version finally has a full fledged guide to REALLY get you into this game's mechanics (I personally had to scour the the internet just to know how my radar works). Being faithful to the original classic, this game lets you start off on a Cobra Mk.-III and you can't buy any other ship in the game. But Ship customization is pretty deep IIRC.

The open world Universe mode costs 2 dollars. But other than that the game is entirely free. Having paid for the Universe mode and loving Freelancer, I can give you my 2 cents.
The Universe mode is more or less like Discovery Freelancer's Open Singleplayer mod. The difference simply lies in picking from 4 starting locations which consists of equivalents to Civilian (weak shuttle with 500 credits, Neutral to all factions except Bandits), Lawful (Start off with an armed fighter), Pirate (Same as lawful but with different starting rep), and Scavenger (Start off somewhere with nothing but the equivalent of a Starflier with a tractor beam).
The game has a more complex Faction system over Galaxy on Fire's Terran/Vossk. Featuring multiple law enforcers, corporations, and outlaws. Surprisingly enough, nearly every flying ship in this game can be piloted from Light Fighters and Freighters to Transports and Capital Ships. The progression is simply your own personal goal so there's no story to speak of (As in this game's universe is not very fleshed out) and its more of a nonlinear universe where business simply flows on its own.
Ship progression is a little more complex than Freelancer but a little less complex than GoF2; you can upgrade your own ship with a variety of weapons, turrets, countermeasures, even power generators, and engines. Works like a cheap progression to give your weak ship a more punch as you strive to get that one ship that would cost 4 times your net worth.
The gameplay is....not as action oriented, its more like the ios version of Galactic Phantasy (Not the Prelude one). Basically the combat feels like you're controlling a Capital Ship even as a light fighter. The space is ENTIRELY in 2D so you can only dodge/turn left and right.
Outside the Universe mode, you can play in Scenarios where you can get a glimpse of the game's universe, Missions where you basically start with a ship against the other, set up a Skirmish match for an epic space battle up to 24 ships (Including Capital and Light), or just "Instant Action" which randomly sets up a scenario for you to tackle.
If you're on the fence; try playing with the non Universe Elements which btw the Skirmish mode lets you fly nearly any ship in the game for you to test, ultimately deciding whether you think the sum of it's parts would make a great open world space RPG.
