Osea dyndns o otro servicio de este tipo y poner cámara en dmz o forwardear puertos en router. Foscam son buenas. Vienen con domo.
This is how I got video streaming from Motion OS to work externally with exactly the set up you describe.
In the MotionEye settings under 'Video Streaming' I set a random port number for 'Streaming Port'
I then set up port forwarding in my router's config using the Streaming Port number and set it to go to the Raspberry Pi's internal IP address.
You can then find your external IP Address using WhatIsMyIP
type your external IP colon Port Number (<external IP>:<Port Number>) and you should see your camera's stream.
I use IP Cam Viewer Lite to view the camera stream from my phone
Have you checked IP Cam Viewer or TinyCam? Both support many DVRs which are usually only supported via IE/old Android apps.

this is the app i am using (well the pro version)... 10,000,000 downloads for ip cam app aint too shabby... and looks like people getting upset because he is putting lots of advertisement in the product... but not in the pro version
Zoneminder does motion detection by default and you can use it to trigger alerts or even activate analogue outputs.
Zoneminder has mobile Web themes and it can act as a generic DVR with respect to apps like Ip Cam Viewer.
If you set up a VPN on your box/server and phone then you could in theory access it from anywhere securely.
I used IP Cam Viewer with some success but it was a few years ago.
