-Go to the play store and download IR Universal Remote. The free version will do, if you want to support the dev there is a paid version!
-Then launch the app and swipe from left to right. Select "IR Databases".
-Swipe from left to right 6 times and you should be at "Search IRUDB".
-Search for "microsoft".
-Choose "MICROSOFT", then choose "Xbox1", then select option "1".
-There will be a bunch of commands that work with the Xbox One via IR. The one to eject discs is "EJECT". This will obviously eject the disc. If you press it again after it ejects, it will re-insert the game.

Just look at the brand of the TV and you are good to go! Also nice for turning down the volume on TV's in restaurants / doctors offices if they are blasting something that no one cares about.

If you have a phone with an IR transmitter (Most Samsung phones do) you could download the IR Remote app and just start trying remotes. Most off-brand TV's are actually built in the same factories as branded TV's. Start with the usual brands first: Sony, Philips, Panasonic, Nokia (used to be big in TV's), Sharp, Sanyo etc.
@OP I also have a Galaxy Note (the 3) and I've deleted the stock remote app long ago. There's some decent alternatives on the Play Store that will work fine with the IR tuner.
Personally I ended up using IR Universal TV Remote which is decent (sometimes good enough, sometimes kinda buggy) but I use it mainly for its widget, which is perfect in combination with customised launchers like Nova or Action Launcher 3 (my personal pick, slide gesture on the icon and the widget comes up).
I had a cheap China smartphone with built in IR. I could switch to the AVs and get into the service menu with this app https://play.google.com/store/apps/details?id=com.freeirtv . Using this is a bit more complicated as with the remote but it works.
