I use both the Spotify Premium app and Google Play Music to scrobble offline. Spotify Premium has a feature that allows you to download music and play it offline, although - in my experience - you do need some initial internet connection (when you start scrobbling, so when you leave home for instance) to actually make the scrobbling work.
For scrobbling my Google Play Music listening sessions, I use the official Last.fm application. It does not need an internet connection to register your scrobbles and it updates your profile automatically once you are connected.

You can't connect your account, but there are other ways.
Web Scrobbler is a free browser extension that scrobbles many websites, including SoundCloud.
And, the official Last.fm app on Android will be able to scrobble from SoundCloud.
If you're on iOS, sadly there is no way as far as I'm aware.
I use the Last.fm Android app and WebScrobbler Chrome extension. Been working fine since Google Play Music for me.

Last.fm created their own scrobbler for Android. It has a low rating on Google Play - don't know why because it seems to do just what it needs to do. It's been a while since I've stopped using it (I stream my music from a server that has a built-in scrobbling service), but when I did, I never experienced any problems.

Anybody have any experience with either? I don't really need the whole Last.fm site on my phone, just a way to scrobble.

[edit] OK I like the streamlined version - the second link - because it is just a scrobbler and not the whole shebang of Last.fm's site. So far it is doing well with "Now Playing" but it doesn't seem to actually send the scrobbles in, at least not yet. Restarted my phone, will see what's up.
[edit 2] Working fine now - scrobbling from the phone without issue after a restart.

The official Last.fm Android app has been updated recently to work like Pano Scrobbler or Scroball:

This new feature might also lead to scrobbling audio that you don't want to be scrobbled though like from Google search results, so you can disable it in the settings.
I have been using the builtin Google Play Music mp3 player with the Last.fm scrobbler for a couple of years now on different Android devices, no problems at all, it even saves scrobbles while offline, for example, when I use it on a tablet that doesn't have cellular access, only WiFi.

In the Last.fm world it is called scrobbling
. They were last to the party when it comes to charging for anything. It has always been more about classifying music than supplying you with a means to hear said music.
Did you try the official Last.fm application? Although it has been a bit buggy in the past, it works fine for me.
Last.fm app works fine with Google Music.

There is a current known issue with the iOS app crashing when there are animated GIFs on your start screen, but this does not happen with the Android version, as far as I know. Also you may have not the latest version, because it adapts to your device and Android version during installation.
