I found it! It's called Lightning Bug!
I sold my life to google back in 2002, which was a help because of course they tracked every app I have ever downloaded since the beginning and after looooooots of scrolling, there it was. What a journey through time that was! So many shitty apps and games back in the day!
Recent reviews show it's kind of buggy (heh heh), too bad.

Highly recommended, I've tried quite a few.

Lightning Bug is pretty decent. Got it sometime ago but I believe it's free!
I've used Lightning Bug - Sleep Clock for literally years. Rain, white noise, t-storms, crackling fires, winds, etc. Can't sleep without it now. Has a shutoff timer and screen visualizations.
Lot of other good suggestions but want to add another voice for something like Amazon Echo or Google Home devices. Can use at least Echo for sure as a whole home audio group and Spotify or Pandora to stream background music. Spotify has a lot of ambient type stations that would have sounds of rain, water, and other noise.
