You can do that with the SMB and FTP feature, ES File Explorer supports streaming. You just have to put in the time to actually understand how this works, so you can do it. Hence the video link. On the other hand DNLA on the phone works with almost every media server app there is. So if it's just streaming you are after, use something like this: https://play.google.com/store/apps/details?id=es.mediaserver
I use my phone. I see your point though.
When I see a image I want to use I just save/download to my phone (Android OS) then I use the Media Server app (link below) and run the Media Player app on my console. The whole process takes less than a minute.

Let's see if this method will get the same errors. It's not a fix for your problem but it might be a work around that may help pinpoint the error.
First hard reset your xbox by holding down power button for 7 seconds, then wait about 10 seconds then reboot the Xbox.
Do you have a Android device? If so, try to use the app below to set a new custom background. After you install the app open it and start the media server. (be sure your phone/tablet is on the same network) Now on your Xbox go to settings / my xbox / my background / custom image. Now you should see the Media Server. Open the media server and go to photos. Find picture you want to set and push a. Now once the photo / picture is full screen push the menu button on your controller and set to background.
Let me know how you make out.

You don't have to use USB, I use Media Server on Android without issue.
Yes, download a DNLA app and view it in the Media Player app, for Android I use Media Server

I use Media Server, then you just open the Media app on Xbox and browse for your image and set it as the background.
I use Media Server on my phone to do this wirelessly.

I'm on iOS so I can't really help, not sure why it wouldn't work though
