I'm using a Motion Detector app and Tasker.
The motion detector app uses the camera to see motion, and Tasker can 'read' the information that the motion detector gives off, which is how much change the camera sees in a set amount of time (i.e. motion). When the motion detector app sees enough motion, it sends Tasker a message to turn on the screen. The sensitivity is adjustable in the Motion Sensor app, so I have it set up to activate only when it sees a lot of motion.
Go to Google play store and find and app called 'motion detector'. It has an icon of a pair of binoculars.

Then go to their website and use your imagination

You can do this using https://play.google.com/store/apps/details?id=org.motion.detector
Just tested my one, works with the screen off.
For detecting motion, use for the profile context intent received, with
org.motion.detector.ACTION_GLOBAL_BROADCAST
and then you can do whatever you want as actions.
You will need to set up the app, but it didn't take long. Main thing is setting the time in between detects so that is not triggering every second. Play about with it. It uses the front camera, and is reliable so far.
The app includes documentation about using intents to turn on/off the app. I'm still trying to get the one to turn on with the intent working. Other than that, works pretty great as is.

Motion detector with cam. Front cam in tablet detect "person". Tutorial for both on YouTube
I think intent is good enough. The problem I've had with many of your competitors (I've tried many but haven't found a perfect one yet) is that they have an auto-launch feature when the app is opened, but that doesn't trigger when the app is launched from Tasker. Currently I'm using these apps (integrated through Tasker): Motion detector: https://play.google.com/store/apps/details?id=org.motion.detector Photo slides: https://play.google.com/store/apps/details?id=com.igcmobile.android.photoframepro
Just use either of these apps:

One will send email/text (which you can just send to yourself) when motion is detected. This will trigger a notification on your phone, which will be relayed to your Pebble. The paid app is more configurable and allows you to do fancier stuff, but unless you're a developer and want to spend 30 minutes on a better solution, the free app should get the job done.
I have mine (running LineageOS+microG) besides my PC monitor to watch movies and shows from my Plex server while surfing or doing some coding. The audio is looped through the PC's sound card. There's also Termux installed for the occasional SSH session (using a Bluetooth keyboard) without having to turn on the PC.
On the other side of the monitor there's an old Nexus 7 running Termux and showing glances for my Raspberry Pi. It's also running a Motion Detector app that triggers a flow in Automagic (something like Tasker) that turns on the display and keeps it one while I'm in front of it.
I use this on a few mounted tablets. Works really well.

I've seen some people use Motion Detector with Tasker to detect motion. They then send those motion to SmartThings using SharpTools (a set of Tasker plugins I developed).
Sure Here you go!
This app ($3.33) says that you can "detect motion for other apps such as Tasker". Might be worth checking out.
