Google Photos was originally an extention of Google+ which was spinned off onto its own service.
Most phones come with a Pictures app different from Google Photos used by default, and is considered the system viewer. Similar to the way most phones have SMS apps but also Hangouts which can be used as an SMS client.
Examples on some of my past phones are Motorola Gallery and Sony Album.
They can also have their own functions. My mom was pretty sad that when she upgraded from a Moto G 2nd to an LG GSomething she lost the editing suite from Moto Gallery.

Every time I boot up the phone, "gallery" crashes. I have to admit that I do have two gallery apps installed. One from open gapps and the other one was a restoration from the play Store with the Motorola gallery app (which I think is the problem) Does anyone have this issue?
The Motorola Gallery app is the best; unfortunately, Motorola has not updated the app since Moto G, so the app doesn't show up in the play.store as compatible with the Moto Z.

The "Moto Gallery" app is available on the Play Store.
It's working great on Moto X 2014 (Lineage OS 14.1).
