On your computer go to https://play.google.com/store/apps/details?id=com.motorola.ccc.ota&hl=en and it will show if your phone is ready for the update (make sure you're signed into the same google account as your phone)
Does it just link you to this app in the play store to update if it's not already? Motorola Update Services. I thought I'd be sneaky and opened it manually but it said not compatible with my device, I guess it might be non-LTE models only?

My wife never updated this app, is still running KitKat, and does not get any notifications.

Mine is called Motorola Update Services. I have Motorola Services as well. https://play.google.com/store/apps/details?id=com.motorola.ccc.ota The description even says the update is necessary for the moto x 1st gen to receive the 5.1 update.

Have you checked for updates by going to Settings -> About -> System Updates?

The Motorola Update Services app is now enabled to be updated for the Moto E.
Also, now is a good time to check if all your Motorola apps are updated through Google Play. I was surprised when my Camera, Gallery, and Radio had updates but it didn't automatically update.

Just install that and you will be able to update to Lollipop, oops
