I have been using this one for my android phone

I like it because you can search cards and view the Oracle text and rulings offline.
The deckbuilder isn't great, but it works and it lets you check stats and goldfish and stuff.
The trade function is super handy, and then I use the favorites part for just cards I want to add to my decks, and when I make an order online I just go through those.
MTG unofficial app. Has a deckbuilder, database, collection tracking, gaming tools(dice, life counter) and a trade station/card prices. It's a great little app.

you talking Android? because that's what I know.
The best app out there is MTG unofficial. It costs a couple bucks to get full functionality but once you get it, it is amazing.
You can input your deck list and there is a checklist and price function in the decks menu. I find it pretty useful. It can also store a list of your collection but it does not cross-check the collection list with your decklist unfortunately.

Other features, goldfish play testing, unlimited decks (when unlocked), and deck pricing from the checklist I mentioned.
I use MTG Unofficial on Android - it has a place to build decks, life counter, pricing for cards, and a testing bit, as well as a search function that (isn't quite as good as scryfall but) generally gets the job done. It's updated regularly for new sets too!

Going against the grain of what's been suggested, I'm a huge fan of the "MTG Unofficial" app ( https://play.google.com/store/apps/details?id=io.carlol.mtgu.mobile&hl=en )
It has every card and allows you to cache a bunch of card images if you don't want to use data, includes life counters, die roll (every dice from 2 to 20 if I recall correctly), comprehensive rules, and of course, connects to a card database which includes both images AND a simpler text format (and even supports flip/dual sided cards)
I've heard great things about MTG Familiar, though my personal preference is MTG Unofficial. It includes the ability to record your collection, make decklists, test decks, and keeps a database of every card ever with oracle text and rulings for them. They're also quite prompt about adding new sets, usually.
