I was looking for a similar thing in a 3rd party app. Found the Music Boss app and never looked back!

I've never used skiptone, but if you are already controlling playback from an Android phone you can try Music Boss. It can control pretty much every media app on Android from your Pebble. I've used it to controlling Pocketcasts, DoggCatcher, Youtube, and Plex.

This may be something you can script via Tasker. I wonder if /u/rebootsramblings (developer of Music Boss) has any suggestions -- I'm sure it's been a highly-requested feature.
I think this is an issue specific to Apple Music on Android. Searching for "Apple Music" on this subreddit turns up several reports similar to this. It may be that Music Boss would work, but I haven't tried that combination.
I’m an iOS user myself, but I think notifications and music controls work the same way on both platforms. (Someone correct me.) Music control works with pretty much any app that shows player controls on the lock screen. (Music, video, podcast, etc.) You have volume, next/previous play/pause, basic metadata, and a progress bar all available on the watch. The controls are easy to use even if you aren’t looking at the watch, and the music controls app even jumps to the top of the app list when it detects something playing. It’s easily one of my favorite Pebble features. But since you’re an android user, you also have access to the likes of Music Boss, which offers more features, such as album art.
Notifications are very flexible. The pebble app keeps track of every other app that sends you notifications, and you can turn watch notifications for each app on or off from either the app, or from your pebble as they arrive. (In contrast, some smartwatches only work with some apps or categories of apps.) You can also have certain apps only notify during weekdays for example, and you can configure Quiet Time to temporarily halt notifications on a schedule or manually. Most notifications can’t be reacted to in any particular way, but I enjoy the flexibility of seeing only what I need to see on my watch.
Still shows up in the pebble store as Music Boss to me, has 7.4k hearts on it.
Requires the Android or iOS app on the phone in order to make it work, and I think it requires a one-time payment of like $2 in the phone app.

I guess my question is - is there any official announcement in regards to when the OS will no longer fit?
The Pebble time seems like an inexpensive way for me to get into a smartwatch for doing what I want - just trying to be sure.
The stock music app for the pebble is good, but it's definitely not great. It shines on iOS, but on Android where we have so many music player choices, it really doesn't.
MusicBoss has a LOT of features. It uses an inexpensive companion app on the phone to open and control multiple players. I can confirm that Google Play Music but I can't personally say if Spotify works, though I've heard it does. If you want a little more information, you might want to check out the official website.
I use a pebble like that, except I run MusicBoss ... phone stays tucked away safe and I get easy access to volume and track control

Personally, I own a Pebble Smartwatch. You can get them for $99.99 retail but they can be purchased cheaper on Ebay.
There is an app called "Music Boss for Pebble" that couples with the Pebble to make for a much better music playing experience. You can go forward, back, change volume, play/pause, etc. - pretty much anything you could do with the on-device BT controls. With the added benefit of knowing the name of the song playing.
I strap the watch onto the handlebars. If I need to change songs I don't have to reach for my neck, I just click a button on my Pebble located right next to my hand. Works like a charm. And it's waterproof, no worries there.

You could try Music Boss, you can start a Music App from within it (you can even select it from a List if you want to)

On notifications: make sure you disable the privacy setting that hides the notification content on your lockscreen! This is usually the reason people can't read the notifications on their pebble.
