The NewsON app works well on our Roku. It automatically detects where you are and offers up the available local news from various stations. You can also enter a different ZIP code to get news for a different area. It’s also available on the Google Play store, however the reviews for the Google Play store version indicate that they have some work to do to make it better.
Most live streaming services are not free but there are some legal live streaming options that are free. I don't know which have Chromecast support as I don't own a Chromecast. Here are some examples:
Twitter - see this article for examples of some of the recent deals Twitter has made for live streaming events or shows. Mostly these are sports events but there are some weekly shows too.

MLB - has a free Game of Day. Its app is available on Android. I am uncertain if it has Chromecast support. Other sports offer similar free games on Twitter, Facebook or YouTube.
Go90 - has live sports as well other shows. Alot of soccer, apparently has football too. Much of its content is probably not live except sports. It also has some older scifi shows as well. <strong>Supports Chromecast</strong>. Does not require you to be a Verizon Wireless subscriber. <strong>See their blog for more info</strong>.
Facebook apparently is getting into live sports as well. Requires a facebook account.
Not live but free:
<strong>Pluto TV</strong>. Edit: most is not live except some sports (See other comments) and some news is live or nearly live/same day.
<strong>Hoopla Digital</strong>. This is not live but it is free if your library is member and it does support <strong>Chromecast</strong> (see Using Hoopla on TV).
Yahoo View - not live but it is where some of the free content from Hulu went. There are current tv shows like Designated Survivor. You may be able to watch on Chromecast.
