You can report them immediately via the 311 all. Takes under 2 mins
I report this shit all the time, it's phenomenally selfish and makes it hard for anyone with a mobility issue to safely use our already dangerous sidewalks.
Report them every time.

You don't get a financial incentive, but you can report illegal parking using the NYC 311 app. You can report a TON of cars around police precincts, crazy how so many cars choose to park illegally there and do get a ticket, weird how that happens.

There is a 311 android app?!
Oh wow, there is! https://play.google.com/store/apps/details?id=gov.nyc.doitt.ThreeOneOne&hl=en
Alternatively, you can download the NYC 311 app for Android or iOS and check there.
My secret use for this app os looking for suburban side streets on the boroughs that have “Parking Allowed All Week”. It saved me hundreds of dollars in airport parking and a handful of parking tickets when I left town for extended periods of time.
You can also get this info directly from the city here. It is not mobile friendly but is it more accurate and current.
Double park on the opposite side of the street. The NYPD never enforces double parking rules during ASP. It is an unspoken courtesy. However, do leave your cell number on the dashboard on case the person you block wants to leave.
If you don’t want to DP, then memorize two nearby streets with consecutive or slightly overlapping ASP periods. For example, my cross streets are 9-10:30 and 10-11:30. For that half hour overlap, I would move my car from the second street to the first, then sit it out for 30 minutes until there is no risk of getting a ticket.
Set recurring alarms on your phone to remind you to move your car! Set an alarm for you 1st street and your cross street. Set an alarm for both sides of the street. Remember by heart which side is which day and which time.
The worst time to find a new parking spot is in the morning. My guess is other people are doing the same before going to work. The best time is immediately before or +/- 30 minutes after the end of ASP. Everyone has to move. Don’t be afraid to squat your spot for 30 minutes
You get a 5 minute grace period at the start of ASP. Don’t abuse it. These ticketing agents work like ninjas.
