Are you using the factory cable and charger? If you're having charging issues and the USB cable is not the right gauge you can have problems like this, I know from experience this can cause issues like this. while charging if it's below 400 mA, you gotta try a different cable. This is how I learned a bunch of cable I bought in bulk only output about 200 mA.

Download this app and check. Normally, stock works at giving 1000 ma while screen on, and up to 2k while off. Stylo's profile is set to stock (value 0) if i remember correctly.. otherwise you can change it manually up to 2.2k
Most common problem is the cable not giving enough .. try with another cable

Download this app and see if the charging current is low. For wired connection, the expected values are:
Screen turned on: 1200mah
Screen turned off: 1800mah
Give it some time to stabilize
If the values are low either your brick or your port are fucked up. Try a different brick and see if it improves the condition.
I solved this issue by buying a decent cable (I had lost the original and was using a very cheap usb cable from fasttech.com).

With your screen off for 5 mins and see what numbers it reports? My avg right now is ~700mA. When battery is charging at ~10% it was even slower ~250mA.
tried another cable? if it's the same on all cables, then your port is damaged.

what charger are you using?
I am using the stock OnePlus charger, but had a charger doctor to measure current (always connected), the charger doctor said the current was 0.46A, while the charging current app fluctuated between 112ma and 320 mA, when I removed it the doctor from the path of the USB cable the current went up to 700+mA.
maybe the new ROM does some usb/charger checks??
Definitely not. Also try this app They say with factory cable and 2.1 amp charger, current should be 800 mA. I am only getting like 200 mA at most

Try this app and compare the results. I don't think the numbers you've got are accurate, since you are using an app made for galaxy phones (I guess).
