This is good info, but I am also waaaay ahead of you.
There is a 311 app where you can take pictures and enter this info on the fly, which is super cool. You can also get notifications when they respond to the submission and you can look up your requests for a status update.
I was actually able to get L&I to come out and check some of the properties, mostly the dangerous buildings. They have been marked to be taken down, but that depends on L&I's time and budgeting.
I also got my neighbors to start using the 311 app, reporting stuff like illegal dumping or any other violations the city needs to know about.
If you report this via 311, it will eventually be removed. They collect a list of abandoned/broken bikes and then do batch removals. Web, facebook, twitter, iOS app, Android app, or by phone at 311 / (215) 686-8686 via mobile.
They're keeping it off out of spite because you're asking about on reddit instead of hitting up Philly 311 despite their active presence in social media (Facebook, Twitter) and on mobile devices (Apple, Android)
