If you get to step 4, also check other apps. Use a different browser. See if Hangouts or IRC apps work. If they do, it's the browser you're using. If they don't....I don't know.
When the phone is in a bad state, try doing a ping and dns lookup for pgorelease.nianticlabs.com and see what happens.

go down to " current connection type :WIFI "
check if there is anything like 114.114.114.114

Install this app then do a DNS lookup on reddit.com both while connected to WIFI and 4G.

I had issues with imgur on my computer and phone while messing with the router's DHCP and DNS settings, so the devices got all sorts of confused and couldn't reach some sites. Make sure the sites are resolving to IPs from names, and that the IPs are reachable by ping.
