As for Mumble apps, take a look at Plumble

Can't you install the mumble app or use an HTML5 client?
You could try some low latency voip app, like Plumble. You'd need to setup a server though (or connect to a free one).
Being able to listen is important, but being able to talk is not - there are quite a number of competitive players who use chat macros instead of a microphone, and simply listen to their teammates' directions on Mumble.
However, if listening on Chrome OS Mumble isn't possible, there are mobile versions of Mumble; "Plumble" for Android devices, and the official Mumble app for iOS. I used the iOS version for about a year before I got a hold of a proper mic, and it's a viable solution - the only downside being that you have to type in links manually instead of being able to click on them.
Mumble apps are good though, since they still give you all of the same talk/listen functionalities that a PC version would offer.
