They did. It was called Listen and while basic, it got the job done until it was killed three years ago... :(
These days I mostly listen to podcasts on my iPod, but when I was still looking for a replacement for the Listen app on my Android phone I discovered Podkicker, which works quite nicely and has an excellent free version.
A podcast app I used everyday for the past 8 years or so and is almost never mentioned here. Dont pay attention to the screenshots, it has a modern UI now.

I really like Podkicker. It's actually one of the free apps I've paid for by buying the pro-version.
If you have an Android device, you can use Podkicker. It's a pretty decent podcast app. You can subscribe to the podcast by giving Podkicker the RSS link that /u/Marstead provides below. Podkicker can be set to automatically download podcasts, and will play at higher speeds--including 2x--if you want.
You can also download any soundcloud track as an mp3, so if you have a player that you like that will play at 2x, you can use that.
You're not likely to find anything on Android as streamlined as iTunes is on iOS but you can find close. My personal favorite is Podkicker. It's not terribly pretty but it's very easy to use and can stream podcasts as well as download them to your device. I've used it for a few years now and like it. That said, there's probably a lot better out there, but it works for me.

It has a ton of features and options. I haven't had any issues with it. I'm not sure what restrictions the free version has since I've been using the paid version for a while now.
I have it check for new podcasts automatically when I plug it in and it will auto download new episodes. You can tell it to only download on wi-fi as well.
I've used podkicker (free/pro) which was great, and now I'm on to pocketcasts. To be honest I can't entirely remember why I switched over...
When you say sensible way, what apps have you seen that don't do things in a sensible way? Only wondering if I can help set up an app to do what you'd like.

I've been using the podkicker app for like 6 years no problems and it's always been free.

I'll have to try it out. I personally haven't found any podcast app that works for me better than Podkicker.
