Try some of the RPGs by Crescent moon games. I have never played them but they seem of average quality.

Ravensword: Shadowlands. The closest thing to Skyrim on Android. A sequel is coming this year too.
Do you remember ravensword? Epic game, full and complete https://play.google.com/store/apps/details?id=com.crescentmoongames.ravensword2
I don't think you can use Linkme in the post, only comments. But here you go
Ravensword would be my best guess. It's a bit Smaller but the closest I could think of
A sandbox game doesn't even need a character. Any game that allows you to edit the environment and puts experimentation before goals is a sandbox game.
Seems what you are looking for is an open world adventure game?
I'll take a look if I have something in the library..
man from u.n.c.l.e - a GTAish spy game
Ravensword Shadowlands - Tries to be Morrowind/oblivion
Aralon sword and shadow and Aralon Forge and Flame - A bit like Ravensword
Radiation City - Poor mans Fallout.
Brightridge - Very pretty open world adventure. In the beginning your options are very limited but if you stick with it, it'll open up.

Check out Ravensword and Exiles. They are paid apps but have no microtransactions.
You can also look at Elder Scrolls: Blades which is similar to Skyrim. The game has microtransactions though.
Yeah, there are some android games which are similar to these, in terms of combat/gameplay and maybe story. Of course they are alot more "inferior" to many aspects, comparing to the PC games. And they are single-player only.
Crescent Moon Games' RPGs are like that;
and Aralon Forge and Flame (the sequel of the previous one)
Very likely that there are more that I'm not aware of
What about ravensword?

If you are thinking of an open world like in Skyrim, Witcher 3, or Fallout 4, then no. KOTOR, Baldur's Gate, and Icewind Dale are all large games with lots of areas to explore, but it's not open world or sandbox. The Shadowrun games are more linear.
For 3D open world, you might like Ravensword, Exiles, or even GTA San Andreas. Also, I know it might sound silly, but the Goat Simulator games, specifically the MMO one, actually has a lot you can do. It's usually silly, but fun.
For 2D, Crashlands is really well received and popular right now. It's more of an action RPG type of game. Heading into sprite art, there's the 9th Dawn games (sequel) which I linked to the demos if you wanted to try out. Note that if you have lollipop, game might crash.
Sandbox you may like Terraria, it's 2D but does has the option for multiplayer and you can do a ton of stuff in it.
