For VOIP services I'd recommend getting the absolute cheapest phone/service you can find in the country and just use that for WiFi calling. Rebtel on Android works too, and it's cheap.

Of course there are over-the-net ways of communicating too, just not via telecom. Such as video calls, skype etc.

But yeah, either way SpaceX is going to profit massively from this.
