Have you tried RedSun RTS?? It looks and sounds like Red Alert 2. I haven't tried it myself; but I think it fits the criteria.

redsun rts is just a red alert clone, but the controls worked well enough for me. ai is pretty aggressive, though. but its actively dev'd and the "pro upgrade" is only a dollar.

Redsun RTS is really good and there's also another game made by the same company that is similar. They also have premium ad free versions of the games.
