This is a two part app. Part one linked above is installed on your phone/tablet. Part two is installed on your Android TV device. This method adds CEC volume control, device rest mode, direct app controls. This app on an old tablet has become my go-to control on my Nvidia shield.
I'm a vivid user of Remote Android TV. Basically the official app with added functionality. You can turn on the TV and stuff with it which is one of the reasons why I prefer it.
Personally I'd give this one a chance. For the record I've nothing to do with the app but I think it's the best one at controlling your Android TV box compared to the default app usually recommended.

Has a few extra features and seems to connect better. I installed it on my wife's old S4 along with yatsee for my best case scenario.
I personally like using the Remote Android TV app from the Play Store. It has a small helper app that you need to install alongside it from the Play Store as well that will allow you to open specific apps by using your phone and pressing just a single button from within the app from your phone.
Also, there's the "official" Android TV Remote" app made by Google, but it has limited capability.

It's a total ripoff of the official Android TV Remote app, and part of the UI is in French, but somehow it works much better and is much more reliable than the official app.

Remote Android TV from Innovation Labs is basically an enhanced version of Google's Android TV Remote but adds volume buttons etc. You do not need to install their helper app.
Edit: very handy if you've already lost your remote.

It works with Bluetooth off, different SSID, Shield is 5Ghz, phone on 2.4Ghz SSID and it's way faster reconnecting than official remote alp. First pairing only: open Bluetooth on phone, connect phone on the same SSID with your Android TV device, find your device and change to whatever SSID you want after.
It does but only on Android and I switched to iOS recently. For now I use the Google Home app volume control for the SHIELD. Only time ours ever has an issue with this app is when it's on a different WiFi than my phone happens to be on (Mi Box on 5.4 Ghz & Phone 2.4 Ghz) maybe this is your issue as well?

I also filled it with the apps I most like to cast with. This has solved my similar problems with out breaking the bank. I realize you are will to pay for a quality remote but I don't think we are getting to be getting one untill the new Logitech line comes out.

It's a bit strange that you can't access it normally, as Play Movies already provides a channel.
Had similar issues with that app and ended up switching to the Remote Android TV app instead. Much better, no issues with volume. Highly recommend giving it a shot if your volume issue persists.

Otherwise, consider maybe a Logitech Harmony with the hub.
Hit and miss for me. I've had more success with this one, but still can randomly not connect.
I'd give this app a shot and see if it works.
