Wget is used to retrieve files from webservers, so he is probably using an app like this, which does not require root. However, if you feel familiar with a terminal, I'd recommend you to use adb
instead of a server app like this, as it is faster and easily enabled by turning on Debugging mode in your Developer Options.
You can then use commands like adb pull <filepath>
to pull files or folders to your computer, or push
for the other way around.
If your XP machine has network access then there is another workaround like downloading a tool like Share via HTTP (on the google play store) onto your phone and simply access the files with a browser in XP.

Look into this. You can use this to share to any device with a browser and on same network.
You can use MiXplorer too btw. It can create ftp server on your device which you can access through any other device.
You can do it with all the current Kobo ereaders.
You need an Android app with http share like https://play.google.com/store/apps/details?id=com.MarcosDiez.shareviahttp. This app lets you select a file and share it by http. You only need to open the url in the Kobo browser and it will download your epub. Note that you need both your Android and your Kobo to be in the same wifi.
There are other apps with the same function, but the resulting http page has fancy javascript witch Kobo browser doesn't know how to open.
ShareViaHttp - to say goodbye to proprietary ShareIt! Does what shareit does but its completely open source (free speech and free beer). It supports sharing from and to any device (desktop or mobile) and the receiver does not even need to have it installed on their device, unlike ShareIt. Neat!

You can set your phone as a hotspot (disable data) and broadcast. You might be able to create a local network from your computer. This doesn't require internet (talking outside), but does require wireless capabilities.
