Anyone getting a new SIM should verify if their ICCID starts with 891490 or 891491, or if their IMSI starts with 302490 or 302491 with an app like SIM Card Info.
I was able to get the porting code without any signal.
If this helps anyone, here is how I did it:
1) Get your sim car number. It will be printed on your sim. If not, use this app to read your sim card number

The number will be shown as "Serial SIM ICCID" on the app.
2) Enter your SIM Number and Mobile number on aircel site on below link to get port code on the website iteself https://ekyc.aircel.com:444/ekyc/genUPC.html
Note the website gives errors often. Keep trying until you get. It might take 10-15 attempts to work.

Again, not aware what the most current Software Version is on current SIM cards (have a GDP6A, its software version is 37); this info can be seen by installing an app, aptly named "SIM Card Info" on Android devices.
The iccid is your serial number; you can use this app for all your sim card info, it will be next to 'serial number'.
Alternatively, this app has just your iccid.

O que confirma parte da tua teoria, a merda da MEO talvez tenha o nº definido no SIM.
No site, sim, há uma função em javascript que valida a existência de um msisdn, agora, uma coisa é certa, a página não vai buscar isso à toa, é preciso que alguma app esteja a fornecer os dados.
Vou emular a existência de um número qualquer e vou-te mantendo informado.
