Simple solitaire collections seems to fit the bill No ads or in app purchases, I believe it is also be open source. Hasn't been updated for a long while, but still works just fine. You can turn off the timer in the settings.

Simple solitaire collection . Trust me, I installed it on my dad's phone and now he plays all the time . It's also open source and has no ads that could annoy them

Solitaire sucks without vegas rules imho.
I don't know exactly what this senior prefer from a solitaire app, but I'll recommend one that doesn't require internet and has no ads.
Simple Solitaire Collection is what I use for basic Solitaire use. It's not the most innovative solitaire app, but it's simple and the UI is easy to navigate. The app doesn't use any data and has no ads in the app. The app also requires no special permissions.
Solitaire: Decked Out is alright for Klondike if it needs to look pretty, but the Simple Solitaire Collection is the closest thing I've found to a PySol Fan Club on Android. A good amount of games and they work.
