I run a laptop cooler when I game.
Some people say "well those can't work!" but I can tell you that the case is cooler to the touch if nothing else. And most reviews I've watched (and my own tests) show that they do drop temps by at least a few degrees C (and sometimes quite a bit more than "a few").

A shot in the dark might be dragon age: origins. It'll be worth checking thispage first. If your looking more for the immersive story rather than the combat of Fable or Skyrim, then the final fantasy on steam could be a solution.
That sucks. If you can somehow convince them, this one doesn't even look like a "gaming laptop". It's the one my sister got for her studies. There's also this one with both a 5500u and 1650 thats from the same lineup of non-gamery laptops.
If not, don't worry about it. The 5500u is a decent step up from your old cpu.
If you have any computer that came out in the last 8 years you can most likely run Morrowind, since the game came out in 2001.
I do however recommend that you install OpenMW. It's an engine rewrite that makes the game much more stable and easier to run on modern computers, and I think it would help on yours too.

That processor just isn't going to cut it, and consequently turning down the resolution won't make a difference.
My suggestion? Get Counter-Strike: Source. It's much less demanding and doesn't have any of the microtransaction crap that plagues its successor.
I've used Open Broadcast Software on my i7-3615QM with Intel HD 4000 graphics, 16 GB of RAM for a while with decent success. I had OBS set to capture only at 1440x900 with 30-45 FPS. I got better results by scaling up from 720p.
You can use the OBS estimator to see what you'd be looking at if you're going to be streaming
Maybe Nox? I don't think it quite meets the unique loot that you get in something like Diablo or Torchlight, but it was the hold over game between Diablo and Diablo 2 back in the day. It's currently a free download, so no loss if you do not like it. Personally I thought it was great, at least back then.
Can be modded through its .cfg and console commands for FPS. Game is like a modern Quake or DOOM, super fast-paced, there are bots you can play with, too. Also, visit the unofficial subreddit at /r/xonotic!

The only issue with laptops is they tend to have poor airflow, and heat is what degrades components. However, it's not as if you run a game that's "too heavy" and break the GPU - you'll just get unplayably bad framerates or won't be able to launch the game at all.
Just download some form of temperature monitor software - something like Open Hardware Monitor will work fine - and keep an eye on CPU and GPU tempatures. Google around and see if the manufacturer/knowledgeable people have recommendations for operating temperatures, then just make sure your temps are at or below that. If they're below what's considered "healthy," you're fine. If they're above, either know you run the risk of reducing the lifespan, or skip playing that game.

First of all, 4gb RAM is ok. Don't worry about that for average games.
Your processor is a lot weaker than a good i5 processor. It indicative of some limitations. Like, skip the shiniest new FPS games. You'll be fine playing indies I think (depending on graphic card).

I use a Windows 98 virtual machine so I can run Missionforce: Cyberstorm, a game that is legendarily unfriendly to newer operating systems, and for Dark Earth, also a game that has problems running on newer systems... It's not exactly a dedicated Win9x machine, but it's close enough in my view.

You could download Xpadder, it's free and you might be able to re-map the buttons enough that you could play some of the games you couldn't before. I use it all the time.

FTL doesn't work well with a mouse because touch events and mouse events are different. Game wasn't made to handle it. I think somebody made a mod for FTL to improve that though.
Nethack, the classic dungeon crawl, has more depth (no pun intended) than most games.
Don't forget to eat the corpses of the creatures you vanquish to gain their intrinsic powers. Just make sure they're fresh, not poisonous, and wouldn't be put to better use as sacrificial offerings. Tin them if you want them to last. Train your pet to protect you and steal from shops, polymorph junk (or yourself, or your pet) to make it into something useful, and write on the floor with your wand to help identify it. Elbereth is there to help if you need it, and that's just scratching the surface.
I use it as well but there is a down side. With CPU you can compare them almost directly but be aware that AMD architecture is different and might performe a little slower. With the GPU's always check for benchmarks. Do this because the software they use (which you can download to test your machine) is a synthetic benchmark, so games might run as expected or not.
FM2/AM3’s rectangular aluminum stock cooler fits the AM4 stock bracket. The only thing that changed was the mounting hole spacing on the motherboard, not the bracket arm diameter.
In point of fact, the AM4 A6/A8 etc box cooler is the same one previously used for the FM2 apus. The only thing thats obviously against you is that the box cooler is pretty loud as far as the cooler options for AM4 goes and its likely to have less thermal mass than even the wraith stealth. Having held both in my hands, the stealth is a little but heavier and has a beefier fan, which might cut into your turboing ability a little but by no means dangerous to the chip itself.

750 ti i think is the latest and greatest low profile card atm. However, if you feel bold, If you aren't afraid of cramming you could go for a pci-e extension cable and find a place suitable to put a short card in sideways. Then you can also get an hdmi/dvi extension cable (there are short ones out there) and extend it to the back. You'd have to remove the gpu expansion plate and place it in the back of the case, attach the cable to it, etc. You might be able to fit something like a gtx 1050
this is all speculation though. There are a few issues with this other than just space. You have to worry about heat dissipation and such.

I got it a month or 2 ago. I used to just have RA2, both allied and soviets (blue and red disks). 7 year old me was psyched that I had coloured CDs. I don't know what happened to the cds. I must have lost them when I moved house.

ArmA: Cold War Assault formerly known as Operation Flashpoint: Cold War Crisis. The built in mission editor and a million mods released in the last 14 years make this game endlessly playable for me. Especially if you can play with friends. Designing a mission you all play together is awesome.

It seems like for that price you can find some refurbished i5-5200U or A10-8700P. A very quick look around tells me the intel is a better CPU but the AMD has better iGPU in the Radeon R6. There's youtube videos of people running League of Legends and Rocket League in those machines.
EDIT: you can even find some Skylake laptops with Intel HD520 graphics too. I would try to look for videos of people playing the games you are interested in those machines, but it does seem doable to play League and Minecraft in 720p or 900p low.
Something is really up with your machine if you cannot run GTA V higher than 800x600 (and you have a 750m). You effectively beat the minimum system requirements and basically meet the recommended ones. Here's a benchmark video with a similar machine.
You might want to check your Nvidia settings to make absolutely certain the 750m GPU is being used for the game (Right click Desktop -> Nvidia Control Panel -> Manage 3D Settings. Look for GTAV settings) . Newer machines have switchable graphics, which default to the onboard Intel GPU to save power. Since the i7-3537U comes with Intel HD Graphics 4000, that might explain why you have poor performance. The 750m might not be loading.
To be blunt, a 750m is at best still a mid range/mainstream card (albeit it at the lower end of that segment). I have played a number of games on it with everything maxed at around 720p resolution. I seriously doubt your machine isn't powerful enough to run GTA V at around 720p, if using the 750m.
You might also want to look at reloading your computer to factory settings (back up your data first!). If you've been running this machine for a while you might have a malware infection causing some issues too.
You need to host it in somewhere like imgbb.com and provide a direct link. Also, I wouldn't recommend throttlestop if you don't know what you are doing, and it seems you don't - that's why BSOD. Look up some tutorial and master it before meddling with CPU voltages.
So I was checking a few more threads, one says to uninstall any webcam software (this sounds ridiculous but I'd make sure nothing is running just to make sure).
Another fix was to keep pressing enter on the EA logo (?). Worth a shot.

Depending on which version you are messing with, you dont need to update JAVA, they bundle their own custom JAVA into the game. If you are using an older installer.. Windows 10 might hate it... right click, check the properties of the launcher and ensure it is not using a compatibility setting and launches as admin.

In general, shadows and anti-aliasing are the first things to go. Anisotropic filtering and resolution are the last things to go. Texture quality depends on your VRAM consumption. Everything else is more variable and takes trial and error. Not knowing BioShock myself, I'd imagine that the post processing, reflections, and shaders settings are taking a lot out of your poor GT 210.
Forcing the game to run in DX9 instead could help, but I found that's surprisingly not always the case.
Valkyria Chronicles should run just fine @ 720p, though it's been known to have some issues, especially with vSync, check the PCGamingWiki should you have problems. From what I've seen if you lock the frame rate to 30fps it should be smooth. Company of Hereos is old enough that it should run just fine with your iGPU. GTA IV, checkout LowSpecGamer's video how to run Grand Theft Auto 4 on a low end PC, that'll get you to playable.

Red Faction: Guerrilla is a third-person open world shooter that has some of the best environmental destruction I've ever seen in a video game. While I don't have enough information to comment on your particular case, it is significantly less demanding than Battlefield 4.
Dosbox runs .exe files just fine as as I know, ive never seen compatibility issues personally. Where did you get teh download it could be corrupt? I dont know anything about conversion but abandonware sites like http://www.abandonia.com/ are the best place

Hardware-wise you should be good to go. If you run into problems running it in modern Windows take a look at the PCGamingWiki for possible solutions.
You shouldn't have any problems running FO1/2/Tactics. FO3, hardware-wise, you should be alright for. It does pose a challenge to get running on newer versions of Windows though, to that end I recommend looking at the PCGamingWiki should you experience problems running it. You may also experience some texture problems due to the video driver being sub-par but shouldn't detract from the overall game iirc.

I think the problem there is that the 3150 maxes out at OpenGL 1.5 and (someone correct me if I'm wrong) SC v1.18+ needs at least 2.1. That's a hardware driver issue since Intel is no longer updating the drivers for 3150.
Looking through the games it seems like you meet the specs required, so tough call. Aside from /u/blacknight153's suggestions of ensuring your system is up-to-date and clean, I have a couple more areas to check out. First would be the dual graphics. Check in your Radeon control panel to see if it's enabled. If it's not, enable it; if it is, disable it. Then give the games a try and see if that helps. Some games don't like the AMD dual graphics or may not be able to take advantage of it and run into problems. It's suppose to be fairly seamless to the games but doesn't always work out that way in practice. The second one is RAM. This one is more of a look at usage, use something like MSI's Afterburner and use the on screen display (OSD) for CPU/GPU/RAM usage and see what's being hammered. If the RAM is running maxed out then you may be having the lag due to resources having to be pulled from the page file.

Rimworld is a colony-building game with a middling learning curve that is similar to Dwarf Fortress. Again, kinda spendy but an amazing game that gains depth with every update. However, like Dwarf Fortress, it's easy to have your colony fail - so it requires a somewhat high tolerance for failure. In the genre, these failures are called FUN! especially once you've learned to take them with a sense of humor. It really is fun to kinda watch your colonist's lives play out.
Project Zomboid is an open-world survival game set during a zombie apocalypse. It has an in-depth crafting and health system with quite a bit of effort needed to keep your character sane and healthy in the face of the apocalypse. It's awesome.
I am not sure how did you overclock it but I assume you force your cpu to run at its maximum frequency, for 2330m it is its base clock 2.20ghz. Do you experience lag in other games ? I think you are having thermal throttle. Monitor your temperatures with hwmonitor during gaming.
Your fan should exhaust out the back according to this.
A good utility to monitor temperatures if your don't already have something, is Speedfan
That said, with most electronics the cooler you can run them, the better it is for them. Heat stresses and kills pretty much everything over time so as long as it's not blocking or working against your laptops airflow a cooling pad is a good idea even if it isn't overheating yet.

I'm thinking it may be a thermal throttling issue.
Download gpuz, click the "sensors" tab (set the sensor update rate to around 3-5seconds) and recreate the lag in LoL. As soon as it's lagging, use alt-tab to return to gpuz (probably in system tray). See if there is a drop in the core clock.

Try checking out the Bedrock version if you can. It's a laptop right? I have no idea about HP itself as well as it's products... Use a cooling pad if it is a laptop. Try clearing the fans, hot air exhausts. If you can't trust yourself, leave it at a service to let them do the job for you. You can also use something like this.

Closest thing I've found to kpatience for android. If I wasn't lazy I'd look into what it would take to actually compile kpatience and run it on android. Since I first found it on a KDE Linux distro years ago it has been my favorite and puts Microsoft Solitaire to shame, in my opinion, but patience revisited is very nice as well.

FO3 has some issues with running on newer OS & hardware. If you give the game a go grab the GOG version, they stripped out the GFWL so you don't have too. Past that there's a tonne of tweaks, mods, and fixes that can be tried should you run into problems. See the PCGamingWiki for more. I have the original retail disc release and had it working in W10 so it can be done, though I was using an nVidia GPU at the time.
To answer you question as stated, no. Quoting Kotaku, "Sega has confirmed it will have higher resolutions and improved textures, as well as graphics options for PC players." That "improved textures" could put it out the reach of low spec hardware. Though the "graphics options for PC" could mitigate some of that. But we will not really have a good guess until it's closer to release and they start talking specs, even then post release is when you really find out.

Then hunt down a GPU. You can squeak out a 750ti without needing additional power from the PSU. I see you're a Dell, someone here can correct me if I'm wrong but upgrading your PSU would also require an adapter since they use proprietary connectors.

This statement is simply ridiculous. There's huge variety in dual core processors out there. The dual core i3-7350K outperforms your Athlon 860K in every benchmark. You simply can't make a blanket statement about dual cores because it's highly depended on the actual chips being compared.

Clock speed is just one part of CPU performance. Your new CPU is a newer design and can run more threads at once.
Just upgrade graphics card to a gtx 960 and have 45-60 on medium highish settings. At least thats what I get.

Yes, the hw requirements for those games are very low compared to what you have. The only way I think you may have a problem would be running the older games in a modern OS, to that end if you run into problems checkout the PCGamingWiki for possible solutions if you encounter an issue.
There was an issue with the AMD drivers at launch but that was fixed. You shouldn't have any issues, PCGamingWiki has a few fixes if you do though.
