I use SkyBox with the DLNA feature. It's really easy, just configure Plex to use the DLNA
You can access these preferences under Settings > Server > DLNA in Plex Web App.

If you just want access movies and TV shows or whatever that you've got stored on another device running Plex just make sure you've got DLNA enabled and use Skybox VR Player to access it. This is the most common usage scenario.
Plex isn't the only option of course. You could use Emby, or Serviio, or Kodi or a range of other streaming solutions.
The correct settings for Daydream are to install Skybox instead. Unless of course you're literally invested in the non-free version of VRTV and feel compelled to get your money's worth, in which case it's:

I didn't get great results from Fulldive. I much prefer Skybox. It also supports DLNA which is nice if you have a media server on your LAN.
I use an app called Skybox VR to watch videos from my computer. It has Daydream support and can handle multiple formats (2D, 3D).
They have a desktop application where you add files to the library that can then be discovered in Skybox.
How are you recording the 360 video? 360 videos need special metadata for them to be recognized as 360 videos. https://github.com/google/spatial-media/tree/master/spatialmedia can add the metadata.
You can also try SkyBox which lets you customize how you view a video.
Generally I use Skybox player for watching movies and it works with cellular and wifi radios off. I use it on LAX/JFK flights all the time. Just copy your movies (non-drm) over to the device in any folder and they show up in skybox.

But each app sadly has to build support for it.
It depends on the app. Some surround you, and with apps like SKYBOX you can make movies like "Avatar" look like you're back in the IMAX theatre.
Step 1 is acquire 3d movie. However you want to do that, I won't judge. Step 2 is use Skybox or a similar viewer. I like Skybox because it uses the Daydream controller and has a nice immersive environment.
Most of the games I've found are still too gimmicky to have lasting appeal but watching 3d movies is a fantastic use of VR. I find it helps my claustrophobia on airplanes significantly, too.
Chrome VR does not yet support 360 videos on all sites and is experimental. I recommend downloading them or you can try getting more info from WebVR. What site are you having issues with?
Also, some video players you have to manually set it to 360 once the video starts playing SKYBOX has the least amount of issues for me.

Temporal aliasing is the WORST thing to happen to "next gen" graphics... so many AAA games suffer from it, but not all.
Fallout 4: Nothing much to notice.
Witcher 3: OMG.....EVERY shader excels at aliasing sparkles.
It makes me wonder what the actual change was - because temporal aliasing is hard to avoid, yet they DIDN'T have that problem with the older versions of the cinema.

I use Skybox. Sometimes you have to fiddle with things if it thinks a 2d video is a VR video or what have you but fixing it is easy.
The Skybox player was solid on Daydream. Heard it was "go to" on oculus as well.

I tried the free Apps only, and it all worked with Daydream platform. Here are the Apps I tried:

And I found one App that can worked with Daydream platform but is typically a normal App, it's called "Camarada VR Camera | 3D Camera". This App records videos and can display recorded videos in VR mode, it have it's own lunch icon in Daydream Home but can not lunch the App correctly:
