Apps such as the below are good for this. It uses your location and will make sure your WiFi is on when you're at home.

tried this a while back but ended up dumping it after finding smart wifi toggle. It was more accurate and learns your locations.

There are several apps [2] that will help you with that exact problem :)
Yep, it's possible, but not through stock options.
However, this is definitely possible through 3rd party apps such as: Smart WiFi Toggler
That app is a bit heavy, since it's also meant to learn which WiFi networks you connect to often, so it'll know to automatically turn on your WiFi when you return to that area. But Samsung has this feature in their Settings, so having it in another app might be a bit unnecessary.
What this app does is that it'll turn off your WiFi when it detects you've been disconnected for a specific length of time. With that in mind, you can actually try searching for lighter alternative apps that offers a similar feature.
I believe if you don't want to find a specific app for this, you can set up the same implementation through automation apps such as Tasker.
Fellow Canadian here, I feel your pain. Smart Wi-Fi Toggler is what you need. It toggles Wi-Fi on and off based on historical connections, you can manually adjust behavior, and best of all it uses cell tower strength to determine location. It's 100% accurate.
Take a look at Smart WiFi Toggler. I don't think it will do airplane mode, but it will turn off wifi when you leave the house and turn it back on when you arrive.
I haven't used it yet. The problem for me is that you can only have one smart location. I need home and work, so I use https://play.google.com/store/apps/details?id=com.sebouh00.smartwifitoggler&hl=en which works perfectly for me.
I gave up on Llama too. It was a great app for a while before the developer abandoned it.
Has this happen with my OnePlus One. I've heard on the forums that this issue existed with the Nexus 5 as well.
If you are on WiFi, do not be connected to LTE. This solved the issue for me.
There's an app that will turn off LTE if you are on WiFi. Smart WiFi toggler. https://play.google.com/store/apps/details?id=com.sebouh00.smartwifitoggler
There is an app called smart wifi toggler (I'll link it at the end) that lets you do a whole bunch of cool things with wifi like having it turn off when you leave your wifi to save battery and the feature you want, if you manually turn off wifi there is an option that it won't manually turn on again unless you manually turn it on. Might not work since it seems you're turning it off manually and it's auto turning on, but it's worth giving a shot and even then it's still an amazingly helpful app. Link: https://play.google.com/store/apps/details?id=com.sebouh00.smartwifitoggler&hl=en
Some extras!
Smart WiFi Toggler - Uses cell towers to figure out if you're somewhere you've been where you've connected to wifi before. Turns it on if you have and off if you haven't. I love it
Moves - Helps you figure out where you have been
gTuner - Arguably the best guitar tuner out there
Yep, Smart WiFi toggler https://play.google.com/store/apps/details?id=com.sebouh00.smartwifitoggler
I use this app called Smart WiFi Toggler. It should help save some battery on your phone. https://play.google.com/store/apps/details?id=com.sebouh00.smartwifitoggler
I'm not sure if it works with iPhone or not, but the one I use for Android is called Smart Wifi Toggler.
You could just use smart WiFi toggler to accomplish this. It also provides a few other handy features.
