An app that reads out text messages like SMS or WhatsApp, mainly designed for driving.
It is very battery efficient, however the design needs a polish ;)

I use an app called SMS, my Car, and Me for most of this functionality. It works with SMS, hangouts, whatsapp, and a bunch of others. When my headphone is plugged in (it also works with bluetooth devices) it activates and reads incoming messages to me. Then I can do the old press-and-hold to get Google to transcribe a reply for me.
AFAIK it doesn't have a function to highlight and read the words.
But you can let your phone read messages etc. using this for example.
You just need a TTS app (you probably have Samsung TTS preinstalled but you can download more TTS voices on the play store) and an app with TTS output (like the linked above).
The app that I've got that I really love is SMS, My Car, and Me.
If you have a bluetooth car stereo, it will read out incoming texts and auto-respond to them.
If your phone is mounted then the first two are legal, as for the third you should get an app like this one
