Most likely it's because you're missing the app (and it's drivers), since manufacturers don't bother with it anymore due to lack of demand (kinda like the IR Blaster). If you're running an AOSP ROM, you could try the app Sprit FM - yep it actually works and it uses your phone's FM chip. Of course, YMMV, since it hadn't been tested with every phone out there. Also, some OEMs actually disable the functionality in the hardware, so nothing much we can do about it.
I used it a few times with Sense before I switched to GPE. The GPE ROM doesn't have the FM application, but third party ones work. Some require root, but others do not, so it's kind of a strange and unsupported finger of Android, which seems to be more popular in Asian markets.
It worked reasonably well, pretty much just like a cheap FM radio, but you had to use it with headphones / earbuds since the cable itself acts as the antenna.
Edit: Spirit1 does not support Lollipop, and Spirit2 does, but it requires root.

can try it. It's either 5$ or you can pirate it. They are wrong on what phones it won't work on though since it works fine on my s4. Just required more tinkering with stuff
Phone makers are also not open about their radio support. Spirit2 FM Tuner in Android play store has done a great job trying to provide a Radio Tuner for unlocked phones, but this has been a frustrating endeavour for him.

There's this and an older one called spirit fm that should work on yours if it's rooted.
I use Spirit2. AFAIK, no root required as it works on one of my stock devices.
I have had smart phones with FM radio before, but I was not aware that this feature may be locked off, as this news article states. I am checking this news article against android root-only apps on the play store and XDA to see if people can feasibly unlock radio on their phones.
It seems that Spirit2 offers this solution on the play store, but its author notes that Samsung, Nexus, and Moto flagship phones, among others, have radio disabled in hardware. Certain phones cannot unlock radio with root, so it's hard for manufacturers to unlock radio with a software update. While Snapdragon chipsets have terrestrial radio capabilities, the parts of those chips are grounded on certain handsets.
Spirit2 was not Mike Reid's first work in radio apps, as shown on the Spirit FM XDA page (which has a free version of Spirit2, called SpiritF). Unfortunately, it seems Reid has passed away.
Next Radio can work without data, as another example.
