It is pretty rare to have a smartphone but not a phone number, it is possible that was overlooked entirely. Would something like Talkatone be of help?

To me 100mins calling seems like a lot these days before using any work arounds.
That said, Skype & google voice [via hangouts] will both use Data AFAIK since a fairly recent update to hangouts.
Talkatone will also work with a google voice number I believe. As will grooVE IP Lite for $5 the paid version allows you to use 3g/4g instead of exclusively WIFI and removes adds.
I've used Talkatone for a couple of years now, it's worked for verification with Paypal, Facebook, Google, the only organisation that couldn't seem to send text was the Canada Revenue Agency.
You will need a good wifi connection, it gets a bit spotty with cellular data, and you'll need a reasonably up to date phone, the ads it displays when running full screen can flog your CPU a bit. But you get a legit North American phone number and free calls across the continent, no international though on the free tier.
My local library has computers and internet access available to anyone who wishes to use it. A wifi enabled cell phone or tablet can be used out side of many restaurants, hotels, libraries, truck stops and even private homes. You don't even need an active cell phone plan if you have WiFi access. 911 calls are free if you have a cell signal. You can make free phone calls using Google Hangouts and other applications like UpTalk and TalkaTone. There are free wifi locator applications and even crowd sourced passwords for locked wifi that is publicly accessible.
