I live in Hampton. I retired from a job in Norfolk (Navy) back in 2012, and I could count on one hand the number of times I've gone over to Norfolk since then. Tunnel traffic is the main reason that I don't go. I'll attend concerts in Richmond before I'll go to the Norva because tunnel traffic sucks.
So what do you do? Yeah, leaving early is your best bet. The local libraries rent audiobooks, so if you have an aux jack on your stereo, that helps pass the time you'll spend sitting on 64 waiting for no reason. You are GOING to get stuck in that traffic, so keep a cold drink and snacks in the car. If you smoke, don't get on the highway thinking you'll just get smokes on the other side. There are always accidents and slowdowns between 3 pm and 6 pm, and 7-9 am. Then there is the tunnel cleaning crew that shuts down one lane of the tunnel every night at about 10 pm, and it doesn't open until some ungodly hour.
This app seems to be pretty accurate. If it tells you there's a slowdown, there likely is.
