I recommend Unified Remote too. It can be handy for many things and one of them is VLC. If you want though something only for VLC then you could try VLC Mobile Remote.

Why not just use VLC's HTTP interface and either use a web browser, or a VLC remote app?

It has all features you need and no coding needed.
Edit: Unless you actually wanted to make something for yourself - in that case, start with basic web ui and asp.net core app which sends commands for play/pause/next/previous to your player of choice or emulates that same keys from keyboard.
I have media players throughout my apartment. Apple TV, Laptops with DVI to TV hook ups, and Rokus (my roommates and I each use something different). I have 1 row of control-apps.
Plex can stream out via DLNA, and VLC can play/stream DLNA media. Maybe you can use the VLC remote app to start a stream on VLC running on your home theatre? So you can get the media stream directly without having to use a UI on the home theatre
