Strange, works for my phone but I'm also running 4.1.1 so it may not be compatible with newer versions. There should be other apps that can do the same it's just finding them that's the hard part. I'll look around more to see if I can find any more

Edit: maybe this one, although a lot of them you have to pay to upload a custom image.
