I had the desire for this kind of app about 3 months ago too. I couldn't find a watchface or app that would show the network name (wifi / cellular network operator) AND its signal strength. So I wrote my own app and put it in the play store:

I think it is exactly what you are looking for. It will display the network name and signal strength as a notification card and therefore it works with every watchface and doesn't drain your battery (It will update the card only when you turn on the screen; no battery consuming polling of information every couple of seconds).
I use it together with Pujie Black and it blends in perfectly in ambient mode (look at the pictures and the video in the play store). It notifies you when your phone switched between cellular network, wifi and offline and you can also customize this behaviour. If you dismissed the card, just open the app directly from your watch to bring the notification back to your card stack.

I wanted to see my wifi and cellular signal on my watch too. But since it wasn't available for my particular watchface (which I don't want to change) I developed a small app, that will provide the information with a notification. It's hard to get all these things together in one watchface. I for my part already found a watchface I like and I don't really want to change so I developed an app that could show me my wifi and cellular network strength as a notification (looks pretty good on most watchfaces):

It's called Wear Network Notifications and it will push notifications showing the signal strength and the network name to your watch if the network changed. The notifications will also update if you wake up the watch from ambient mode. It's only using system events (Android broadcasts) and therefore doesn't eat up your battery. And because it is a notification, it is compatible with any watchface.
