Well if you can get internet on your phone you can use the Youtube Creator Studio App - https://play.google.com/store/apps/details?id=com.google.android.apps.youtube.creator&hl=en
Its great for responding to comments, editing video details, viewing analytics, etc.
For uploading videos, you could do videos in bulk, like lets say record a weeks worth of videos, and schedule upload them all using your sister's internet.
If you have a fast food place like Mcdonalds or coffee place like Starbucks nearby, they might offer free WiFi, if you have a laptop you could have your videos on there and use the WiFi to upload.
Thats what immediately comes to mind. Hope it helps some.
(I've never tried it, and I imagine it'd have its difficulties, but is possible if you are determined.)

Making community creation is great and all. However, opening the floodgates before there are even proper tools to help maintain the community fully seems like a misstep.
At this point, it might be best to make an completely new app specifically just for moderating and maintaining your communities. Akin to the YouTube Studio app.

It's a lightweight version of YouTube analytics in smartphone app form - gives you some minor at-a-glance information about your channel - realtime analytics, stats on videos and so on. Its most useful feature is that it includes push notifications that inform you when you receive a comment on a video, and allows you to reply to video comments from within the app. If you also have the official YouTube app, you can jump directly to videos from the Creator Studio app, which is useful if you need context, etc.
