One could argue this association is quite wrong. An alpha status can just as well mean that the software isn't feature complete yet. Or even that all the features and goals for a "proper" release aren't decided on yet, so we're still in an experimental/exploratory phase. Which seems to be the case for 0AD.
Also this is not a commercial game that needs to be rushed to market so a publisher can hope to rake in the profits as soon as possible. The developers can comfortably keep it in whatever state they like, for as long as they like.
As others have said it shouldn't keep you from playing the game because it's great fun. And if you are so inspired you can participate in its further development. This is a fantastic feature that only open source games offer.

CPU (Macbook) was around 26%, it started when the "cease fire" ended. The buidling up (first 30 minutes) went smooth. All minimun requirements are met https://play0ad.com/download/ and I'm not (yet) running any mods... I'm not playing online, but my Internet Connection runs smooth (1Ghz :-))

We were quite confident that it was version 25 having downloaded (both tor and direct links) from the main site: https://play0ad.com/download/mac/
Are you able to recommend another mac download link for 25?
