TeamBeacon allows you to track an asset without running ATAK. We originally designed this for a K9 team but it is frequently used on VIPs and HVTs who do not need to actively view or communicate in the application.
Our web interface makes setting up groups, adding/removing users/devices, adding content, and federating organizations a breeze.

In all seriousness, though. I've done this a few times (2 x UV-5Rs, one data via HAMMER, one voice), and it works pretty ok.
You just need to grab some APRS cables and plug that into your phone.

Plug that in via USB to your RPi, and bam you're on the internet. From there you could set up dynamic DNS, and pass along the DNS name to everybody at the event. Or put it in Azure. Either way would work.
So do you actually have a server running on ZT? Or are you just usually ZT to multicast your location?

Just thought I would share something I found useful.
If you don't want to setup a server to get ATAK talking between multiple devices, you can setup Zerotier VPN. Zerotier is free for under 100 devices.
With multiple devices connected to the same ZeroTier network, they will all be able to see each other on the map and text through ATAK. This obviously requires internet access but works on WiFi and cellular and is pretty reliable when hopping between the two. It also has the side benefit of keeping all COT traffic encrypted for those of you that are privacy minded.
I highly recommend it just for ease of use.
I might try to make a public ATAK network on zerotier for other ATAK enthusiasts, if anyone is interested. I'm pretty sure I could setup the network to only pass the position and chat traffic and block anything else.
