I would highly recommend not buying the cam from Ali Express unless it's a reputable vendor endorsed by the manufacturer.

Look for real 4k cams based on Ambarella A12 processors. Something like the Yi 4k is a good option (available on Amazon just note it doesn't come with waterproof case or accessories.

There's a ton of fake 4k cams out there so don't buy anything unless it explicitly states what sensor and processor it is based on. Don't trust reviews on anything, and it's generally a good idea to buy somewhere with a good return policy.
