Well, it would cost a lot, and money is a problem to government. If people found out their government is wasting money for double-spend attacks, they wouldn't like it.
There would also be limited impact: only the victims of the double spend (those transacting during it) would suffer directly; and sustaining an attack just for show is simply too expensive.
Ethereum Classic suffered a 12-hour chain reorganization. It's unclear if it even was an attack or an accident. But 12 hours of transactions were rolled back, because the miner found a "heavier" chain.
This had limited impact on the price; for July 31st 2020, the day closed higher than the open.
