I bought my c17 all weather not carved on Amazon but for 86 euros. Here's the link to the .com shop https://www.amazon.com/-/de/Brooks-England-Cambium-Weather-Bike/dp/B075HDLB5B/ref=mp_s_a_1_1?dchild=1&keywords=Brooks%2Bc17&qid=1595579018&sr=8-1&th=1&psc=1
There are a lot of similar options by other brands. I've used a pair similar to these for over 3000 miles, no issues.

this is going to be mean, but, google it.
amazon has a similar mongoose as this for $108 brand new.
I'd say yours is worth $20.
I've done the Blackburn cage thing and found the strap annoying. If you're open to a suggestion, check out the Arundel Looney Bin. They're the only cage I use anymore on all my bikes.
Hey! I’m not in Colorado, nor am I selling a bike, but I have way too much free time. I searched through FB marketplace pretty thoroughly and found a few you might be interested in.
My personal favorite—needs new bar tape for sure, but it’s a 2x, it’s the right size, and it’s a pretty bike. https://www.facebook.com/marketplace/item/2596561117252561/
(Will edit and add more as I find them)
Well...At least I know there are deals out there to be found for me! Hahaha. Spent a bit of time on fb marketplace, nothing very interesting. I'll keep an eye out for the pms. Thanks again!
Edit: Thoughts on a fair price on this assuming good condition? https://www.facebook.com/marketplace/item/180714119975331/
EDIT: Looks like a 2015 Avalanche sport, deal would be <100 lol
Currently it’s between these two:
He said he would do this for $1000 https://www.facebook.com/marketplace/item/477265243030673/
Or this
You totally can reroute the cables! You will need to run full length housing and get some stick on cable guides. Something like these.
Jagwire Alloy Stick-On Guides with C-Clips Black, Box of 4 https://smile.amazon.com/dp/B001CK2LFE/ref=cm_sw_r_cp_api_glt_fabc_CZQ72PX87C7MFTWKZEWK
Wal mart should have acceptable stuff for what you are trying to do.
Online works too. I’m assuming your bike is a 26” rim size. You may want to confirm this. But it’s the most likely.
Here’s a decent 26” cruiser tire with white walls for a touch of class if that’s what you’re into. Note it’s 2 inches wide. Should be fine for your cruiser but you want an inner tube with 2” in its range.
Here’s an inner tube that fits them. Up to 2.25”
Air your inner tubes up until they take shape before you install them. Pump them up to some where under max allowable pressure.
Buy a spare inner tube. Ride the wheels off it. Then buy another bike. Then buy another bike. Then buy another bike ad nauseam.
Wasn’t able to find anything in the cassette but it looks identical to this model: SRAM PG1130 11 Speed Cassette https://www.amazon.com/dp/B00JYD8E02/ref=cm_sw_r_cp_api_glt_fabc_1ZQ6MS5RDKGKMGHFZAGC?psc=1
Sorry I’ve run Shimano for 20 years, just not familiar with SRAM at all
I have a pair of Shimano 2015 SH-R260LE Men's Elite Racing Custom-Fit Road Cycling Wide Shoe (Amazon / pics), size 47 wide. They have around 100 miles on them. I'm asking $80+shipping.
I don't normally wear a wide shoe, but these shoes fit me well. There is room in the toes, which is good to be able to wiggle your toes on long rides. The only reason I'm getting rid of them is I've switched to MTB shoes, which my current pair is a size 46.
These have carbon soles and I still have the adjustable arch wedges that are unused for the "custom fit".
I posted these on my local Facebook bike group, but may post on r/BikeShop soon.
check out the forum for your bike here as they talk about the inner tube needed which looks to be a 20x4 here is the product page
Spendy:
I don't have one for sale, but keep your eyes open for this model fork as I believe it matches all your specs. It even has mounts for V-brakes. I've been using this one for about 6 months, so far it's held up great.
I have and like this Wera set: https://www.amazon.com/Bicycle-Set-1-12-Pieces/dp/B07P6XBMG2
I know it isn’t much cheaper and has quite a few less tools but I find it quite useful and reasonably sized.
I had good luck with this one from BBB.
It ended up being difficult finding a good one with multiple sizes available but this one does.
I just did a restore job on a late 70s JC Penny road bike with the same tires. Found new ones on Amazon, took a bit to get them tho, not something normally in stock.

Hey. If you don't have any luck, Amazon has these:

I just bought one a couple weeks ago. The shipping says it's long, but I ordered on Friday the 22nd and had it by Wednesday the 27th, so it's really not that bad. According to the shipping time I was quoted I still shouldn't have it.
The only one I've found was 140mm on Amazon. But they ask twice the price and the reseller is in Europe, meaning I'll most likely have import fees to add at the customs.

Thanks for the kind words all.
In case anyone wants to use the wheels with a 8/9/10 speed Shimano drivetrain, you would only need one of these $7 spacers: https://www.amazon.com/Shimano-11-Speed-1-85mm-Low-Spacer/dp/B00BO4X1SE
I have some two-hole Fizik M6B Uomo in Blue/Black. Size is 47 and they have just never fit me all that well. I usually wear a 46.5, but when I tried the Uomo in that size it was just too small, so I jumped up to the 47. They're quite comfortable with the exception that they've never held my heel the way I'd like, so I generally don't wear them.
They've got about 30mi of riding on them and a minimal amount of walking. Will happily send you pictures if you'd like. I paid $89 from Jenson awhile back, so I'm sure we could come to a reasonable price south of that somewhere. No idea what shipping would come to, but I'll happily look into it if you're interested.
Miche has one on Amazon

The Stronglight A9 is reasonably priced on Amazon too
You might want to think about one of these.
I've gone both ways on this, working from pretty much the same motivation as you with my intent, frankly, being in large part wanting the more modern look.
I put a new fork and a threadless headset into an old Ibis and it worked fine but cost me some money and didn't have any functional advantage over the adapter approach I took on a Giant Rincon of the same vintage. If I were doing it again I'd probably shell out the $20 for an adapter and the $15 for a 1 inch headset and I'd see if that got me where I wanted, because if it didn't I could always go back and do a 1 1/8 fork...
