I'm sorry to hear about your situation. I am in the US so I don't know much about DLA. I'm assuming we're talking about financial assistance (as opposed to something like an in-home helper or nurse). I read some information about DLA and I feel like you should qualify. What is the process to determine your eligibility? I think you should get another opinion if possible. Are you able to work at all for a living? I am lucky that I am able to. Some idea to make money from your home are websites like Amazon Mechanical Turk, and elance.com.
In terms of what you should do, if you aren't able to make a living I think your government is obligated to give you assistance, or how else will you survive. You might have to push harder for it. For example, if you have to complete some sort of survey to get assistance then put down the answers that will get you what you need. Sometimes bureaucracy fails people - maybe you answer all the questions accurately - "yes I can sometimes walk more than 200m" and "yes I can technically make myself a meal" and so you don't get what you need. So change your answers. What do you think? I wish I could be more help.

Then start experimenting with shoes. Zappos gives free returns - look for shoes with a wide sole and toe box. Experiment with sole thickness. I had good luck with Xeroshoes for a while (with insoles) but now am back to new balance again.
My girlfriend has a huge fear of falling in the shower due to her cmt and how little she cab feel her feet, so recently I bought a two set of suction cup shower handles that can hold up to 450 lbs if I remember correctly, and they were only $18 on amazon. She's said they've helped her a lot, and I'm planning on buying another set for her other shower as well soon.

Given most people seem to have fixed designs now, it's hard to see how it could be modified without completely ruining the function, and a shoe obviously can't be modified to accommodate a rigid 90* whilst also being a heel. There are already soft designs out there that might work, but I'd imagine people who can get by with those would just a soon go without if they wanted nice shoes. There would also be options like this support if the only real need is foot drop. I get the impression most people are also looking for some lateral support (which makes heels unappealing in general).
Not trying to poopoo the idea. I think most would welcome such a thing, but trying to think how it would actually work out.

I know this doesn't have to do with feet but this has been a REALLY helpful tool to have in our kitchen. I just couldn't open cans anymore without it being a struggle.

I have CMT 2A and my grip has always been weak. I get really frustrated about opening bottles and even cans still. I have managed to figure out to open cans with pull tabs by using spoons, pens, and even hair bands. As for bottles, my first tip is to keep in mind how easy a bottle is to open when you buy it, especially if it's a huge case of water with a million bottles with uncooperative caps. My other tips are: use the side of your mouth to open the bottle if you are desperate (please do not wreck your teeth!), invest in some bottle openers like this http://www.amazon.com/The-Pampered-Chef-Opener-Various/dp/B0011DV3ZQ (you need bigger ones for large caps like with gatorade), and lastly there are silicone jar openers you can use to open bottles. All of my suggested products can be purchased at Wal-mart for cheap.
