Actual in game ping = connection latency + latency from connection routing to location of server. Its pretty much dependent on your connection itself. Your ISP is routing your connection from different location which results in low ping on different servers and high ping on home server. Perform a traceroute to observe where your routing goes, how it's causing higher ping in home server. Then, you need to contact your ISP (Internet Service Provider) with the screenshot of the result, for assistance. You can change the opacity of the dot/crosshair etc. also you can toggle it off/on from from notification bar. I personally use this for no scope servers and when playing without hud which is fun.
